Please make me understand the Item Support stuff !

Hello all,

I'm concerned that why I'm getting only 10.76 USD out of $39. My item price is $39 but I have got only $10.76 . But I should get 50% of the item price . Isn't it? So, how can i get rid of charging too much? Please suggest me and make me understand.
