Changes to the refund, dispute and ratings system on ThemeForest and CodeCanyon

One simple question, maybe I don't understand... question is - why would I offer refund to anybody if I know my theme is working fine? And if it passed review process and standards? Because someone didn't read description or used to different theme features? Or in worst case because he blackmails me?
