Actually, I've looked around but I can't see the point it tells you to include the theme in the main zip. I had a scan of the various submission pages and I couldn't see it. Maybe it is somewhere but if it is it's certainly not obvious.
Existing authors know because we've done it so many times but to someone new I can see why they might get confused.
I think they could of made in a little clearer in the response that the the theme needs to be also in the main zip.
